Officers – Duties and Current Officers

President – David Lydiard

David is a native Northsider and has called Bellevue home since 1996. He is a Realtor with RE/MAX Action specializing in older homes and neighborhoods and has authored the Bellevue Real Estate report in our newsletter for the past 12 years. He enjoys volunteering with several local children’s charities and serves on the Richmond Public Library Board. He also enjoys hiking, kayaking, volleyball and taking advantage of Richmond’s many festivals and events.

The president presides at all BCA executive, general and special meetings. The President shall be an ex officio member of all committees, except the nominating committee. The Executive Board appoints all committee heads and any positions representing the board.

Vice President – Kim Bolton

Kimberly is originally from Maine, but moved to Richmond in late 2006.  She has been a Bellevue resident since 2009. Kimberly works for the Commonwealth of Virginia and when not working can be found running  and biking in the neighborhood, spending time with her husband and young daughter, and enjoying RVA eateries and breweries.

The vice president shall assume the duties of the president in the absence of the president.

Secretary – Margaret Hutchison

The secretary keeps meeting minutes for all board and general meetings, makes arrangements for all meetings and keeps all books and papers of the association.

Treasurer – Elizabeth Hendrick

Elizabeth is from Richmond, but moved to Bellevue two years ago. I have enjoyed being a part of this vibrant community. I work as a draftsperson for a kitchen and bath design firm. I can often be seen running or taking my dog for walks around the neighborhood.

The Treasurer is the custodian of all BCA funds, and shall collect all dues and other donations and maintain a roster of current members. The Treasurer shall disperse all funds as directed by the executive board. The Treasurer is responsible for reconciling the BCA general and Pay Pal accounts, billing newsletter advertisers, and is also responsible for paying the annual incorporation fees and insurance.



Ad Manager – Joellen Davis

The Ad Manager is responsible for selling advertising, reminding advertisers about deadlines and acting as point of contact for potential advertisers in the Bellevue Newsletter . The ad manager provides details about circulation; publication dates, ad sizes and costs, and sends the BCA treasurer the list of advertisers and their ad costs for payment.

Beautify Bellevue coordinator – Vacant

The Beautify Bellevue Committee promotes and enhances the beauty of the neighborhood through volunteerism and coordinating with the city departments to facilitate the upkeep and maintenance of our public medians and green areas.

Clean Up coordinator – Jess Aber

The Cleanup Committee is responsible for coordinating with the city for the equipment and manpower to perform the twice-annual neighborhood cleanup. It is also responsible for soliciting volunteers to man the trucks and coordinating appliance pickups.

Garden Walk coordinator – Lin Rasmussen

The Garden Walk Committee is responsible for organizing, enticing participants, advertising and staging the annual Bellevue Garden Walk.

Information Signs coordinator – Martie Roberts

The Sign committee is responsible for the information signs and their set up and take down. It coordinates the information with upcoming Bellevue and neighborhood events

Membership coordinator – Joyce Foster

The Membership committee is responsible for membership drives, attracting new members, connecting new members with the committees or activities they are interested in, providing the treasurer with information and dues for all new members.

Newsletter distribution coordinator – Linda Decker

The Newsletter distribution coordinator is responsible for set up and scheduling delivery of the newsletter.

Linda has lived in Richmond since 1975 and in the Bellevue neighborhood since 2003. She has been an active member of the BCA during that time and has served as Ad Manager, Sign Committee Member, Newsletter Carrier & Distribution Coordinator, Garden Walk Committee Member/Co-chair and Beautify Bellevue Volunteers Founder/Member/Chairperson for many years. Retired since 2008, she worked in IT for 20 years and then as a Real Estate Appraiser for 3 years. She is thrilled to be a part of this fine community.

Newsletter Editor – Cindy Brooks

The Newsletter Committee is responsible for the production of the newsletter; the layout, assigning and/or writing of stories and the review of submissions for content. It also arranges printing and distribution.

Security Patrol coordinator – Jerry DeVoss

The Security Patrol Committee trains new volunteers to patrol the neighborhood and maintains the schedule of volunteer patrols and volunteer equipment. The Security Patrol provides a sense of security for our neighborhood by keeping an eye out for suspicious or unusual happenings.

Social Events chair – Sherri Radday

The Social Events chair is responsible for the coordination, set up and organization of social events for the Bellevue Civic Association.

Social Media coordinator – Talya George

The Social Media coordinator is responsible for all social media accounts for Bellevue. These include FaceBook, Instagram, Twitter and any others.

Website CoAdmin – Mike LaBelle

The Website Admin works to maintain content on the BCA website. New content, edits to content, images, photos may be added or updated, with updates and input by the BCA board. The Website Admin coordinates with the treasurer to ensure the domain and site hosting is up to date with payment and does not expire.

Yard Sale coordinator – Position vacant

The Yard Sale Committee is responsible for soliciting yard sale participants, vendors and advertising. It also coordinates the facility for the yard sale and collects funds.
